Delay in receiving electricity bill on due date

Respected Sir,
I Bhawna Pradeep Khandwani from 269 Usha Appartment shop no. 11 wardhmaan nagar Nagpur. My Electricity consumer no. is[protected]. I have received the bill on due date of 27/2/2012. Now why should I pay extra charge of bill Rs. 50/- when distributer itself have deliver the bill on due date.

I contact on 6660000 also at the spanco wardhmaan nagar office...
