CBSE — Regarding countersignature on the Transfer Certificate

R/s, i had sent the transfer certificate of my son who has passed class 10th last year to the Delhi CBSE office for the purpose of countersignature. The speed post was dispatched on 01/08/2014, and the post was delivered to Laxmi Nagar S.O.(East Delhi) on 05/08/2014. A Rs. 40 self addressed envelope was attached with the TC. But i have still not received the same with the counter signature yet.
