Aircel — Money deducted from bank account but recharge not done

I have tried to do 197rs 3G data card recharge for [protected] on 8th july 2012 from aircel online site 3 times.....but it is not successful three times but my money is deducted from citibank all three times.After deducting from money bank account aircel merchant site is not at all displaying any information.I have totally lost 591 rupees.How can these type of online services are providing companies with out any assurance. Please kindly help me to get back my money.
