misbehaviour & impotency of DIB officer

i have applied for the passport in aug,2010.. and my police verification has not been sent... they have checked my documents thrice still, it has been withheld with the DIB Officer ,Diamond Harbour... they have also sent the verification at my hometown in Ambedkar Nagar, U.P... i think he wants huge amount as bribe.... my career is at risk.... please do some thing quickly...

AFTER

I recived a letter from chennai passport office on 9/4/2011 that shows my DOCUMENT GET EXPIER,

11/4/2011(Monday) i went to chennai PASSPORT OFFICE at 11.AM & subbmit again my new document, i ask them what document you want i ready to give it today and finished it today,
I ask again the officer i already 4 times came to your office your telling same answer within in 2 days your getting passport,
After the officer told me to wait up to 5.PM for checking the original status of my passport,

Then the officer told me my passport is deliver before 18/4/2011 to me, otherwise you come to passport office again on 20th April 11,

I dont know when they are issue my passport and how long time takes sir?????

SO WHAT CAN I DO FOR GETTING PASSPORT????????????????????????????????????

OR I WANT TO GIVE SOME MONEY TO PEOPLE WHO ARE WORKING IN CHENNAI PASSPORT OFFICE???????????????
