LPG - Not checking

Gas suppliers are just coming and just put the cylinder without checking...when we say "check the cylinder"..they say i checked already...after sometime when we put new gas cylinder ..then the gas leaking smell comes...

so again we call the agency and technician comes and charges 300Rs for some lame reasons...

what the HELL IS THIS..!!!!
