Reliance 3G Data card — Company is not providing services

I (Vinit Sureka) from Indore(madhya prdesh) has purchased a reliance 3g data card(dongel)on 24/11/11 which supports speeds upto 7.2 mbs.On the same card i took a reliance 3g no.[protected] .On this no.i opted for 3g_5gb_1199_12M400 plan in which company promises to give 3.1mbs speed upto 5 gb and there after 144kbs of speed with monthly unlimited download scheme.For the plan i have to pay rs.799+ taxes per month .
After 2-3 days i started getting very low speeds i.e.100kbps download and 30-75kbps upload speed.I contacted reliance web world and i came to know that some other plan was activated on my no.[protected] and that i have crossed my credit limit off Rs.1000/- and an amount of 1700/- is due on me.For the same i started contacting reliance customer care ([protected]) and the person who sold me the reliance connection.After a tassel of 1month i.e from 24/11/11 to24/12/11 i was promised by a companies official that your bill of 1700- will be given wavier and the plan which i took will be activated in next two days.
Now on 29/12/11 i contacted the reliance web world as my reliance 3g dongle was not getting connected to network as on 28/12/11 morning(11 am) and to my surprise i was informed that a bill of rs.440/- is to be cleared by me for the services i have taken till now.Can i know what shall i do if i have been charged 440/- for 2-3 days o[censored]sage,when my plan is of only 850/- per month.Company has blocked my usage of data as per now.
