Samsung — deficiency in services

i am suffering from deficiency in services of samsung. my handset was not charging so i visited service center of the same for 3 times. till now they have not resolved my problem. i am really fed up with the services and the communication of them. i have asked them for refund or replacement. kindly assist me with the same and help me resolve the problem.
