EPRS Buysmart — Regarding to release block account with balance rs.46075.82

Dear sir/madam
I am distributor of eprs buysmart distributor code ez02665 from last 4-5 year. I had rs 46075/-balance in my account (In my portel balance-16515/- and 29560/- balance in my delear till day), there is message of "insufficient amount balance in id". My all retailers account 's balance are also same problem, they also couldn't use their balance. After it i contacted with buysmart's sales executive there are no proper answer. So how to release my balance.
This balance blocked by buysmart. Executive speak you add new money, i have given 10% from old balance but its not given..
So please help me and my dealer.
