Freecharge.in / Accelyst Solutions — Amount deducted but bill still not paid of bsnl postpaid

I have done a transaction for the bsnl postpaid mobile bill payment of rs 160, on www.freecharge.in, amount has been deducted from my account but bill has not been paid yet.
I have mailed so many times but they dont reply they have said just once that it has been refunded but it has not been refunded yet.
