ICICI Bank — Money refund for failed transaction .Bank is reluctant to claim from merchant

I have booked ticket from Spice Jet website on 9th July 2015 from Pune to Delhi and done online payment via ICICI bank.After payment, amount deducted from my bank account but my ticket was on hold and after 1 minute it was cancelled automatically .On calling Spice Jet customer care they told we have not received payment so ticket is cancelled . I called ICICI bank immediately and asked them not to do payment to merchant as ticket is not booked .ICICI Customer care told they can't hold payment but if transaction failed, money will refund automatically within 7 days else after 7 days we will take your complain and talk to merchant .After 11 days when amount was not refunded, on calling bank they told transaction was successful and given me reference number and asked to talk to spice jet to get money back. Now ICICI customer care change the words and instead of taking complain against merchant and get the money refunded they are saying we can't take this as complain and you need to talk to SpiceJet for the same .So bank is showing no responsibility for their own registered merchants .Over that when on same day, I asked not to do payment as ticket is not booked why they have not took as complain .This kind of careless response is given by ICICI bank .No customer friendly bank. When even after 11 days amount was not refunded I called Spice Jet customer care back and they have taken complain and asking to wait till 25-30 days . So finally I need to wait for my amount to get back atleast 40 days .I didn't get ticket as well as my money . If transaction is failed then why within 7 days amount is not refunded and why they need 25 days to get this amount reverted .Such a bad service and making customer fool. Clearcut cheating of keeping customer money with them for long . Pls avoid such merchant & banks who don't care for customer .They ruin my trust .Icici bank talk to merchant and kindly get my my money reverted as soon as possible .My PNR number is W3M5FY and contact number is +91-[protected].
