Municipal Corporation Of Delhi — Dumping of mud and other construction material in front of house

My neighbor living in B-5/18 has dumped a lot of mud and broken concrete pieces adjacent to my house to force people to not park their two wheelers there. Everyday in the morning he splashes a lot of water on the heap which results in mud flowing into my sewage and storm drain which has become totally choked. He is not listening to reason and threatens us . In coming rainy season more mud will flow into the sewage system and cause health and hygiene problems.
