Northern Railway — TDR - non Refund even after one month

Respected sirs, I would like to kindly bring into your notice that i have major grievance against IRCTC/ Northern railways. I have booked a ticket with PNR no [protected] and then cancelled it due to ticket being in RAC after the chart preparation. I filed the TDR for refund of the cancelled ticket so I filed the TDR on 10-Jun-2015 09:16:03 HRS at IRCTC with reason being stated as "RAC after the chart preparation". Since then till now i never get my refund, instead of that whenever it tried to contact IRCTC customer care they simply say one thing repeatedly that this is subject matter of the concerned railway zone and they have nothing to do with it. Respected sir, now one month has passed and still i am waiting for my refund or hear any news regarding the process. I would like to urge you please stop this harassment and kindly please do the needful in this case as early as possible so that i could get my refund. Thanks
