Reliance wi-pod — Fake commitment (As per commitment max internet speed 13 mbps & min 1mbps)

Hi,

I bought Reliance Wi-Pod on 12/03/2016 and reliance Wi-pod Seller commit that Internet speed would be minimum 1 Mbps and Maximum 13 Mbps, but after activation on the same day speed could not cross 20 Kbps even most off the time less than 20Kbps.
I tired to check all my possible ways like delete Temp file, windows update off and many more tries but still facing the same issue.
also tried to change all Provided Network mode in reliance home site.

I would also like to mention one thing, there is full network availability at my location, So don't think that this could be a network related issue.

I am very disappointment with this kind of services with a new connecti
on.

Please suggest what would be the necessary steps to resolve my issue.
