Samsung India — Led tv/ faulty tv produced and not recalling

I brought the samsung LED 32inch LED TV on 20.11.2010. ( Model Number UA32C4000P ) with in 2months there was fault in the LED screen in RED lines . Samusung service centre has replaced with new TV . Again with in 2 years there was same fault when i checked they told to change the LED panel costing Rs 18000. Since it was small line i managed without changing it . Recently the lines have increased and we are not able to see any thing . I have raised a request to Samsung replace the LED panel . Now service centre is saying the they have stopped producing the LED panel . They have given the offer of refund of 18% of the total sale value . now if i have to buy new TV with same features it will cost around Rs 45, 000 This was the faulty product produced and they have not recalled which i am not expecting from Samsung . They should replace with new TV or they should provide me reasonable refund
