Samsung — Not blocking my phone.

I was taking on phone 3 people come on bike snatch my phone from my hand and ran away. I lodge an fir to nearest police station i tried to contact samsung care but they said we can not do that .. Why they can not do that i have bill.. i have copy of complaint & i am the owner of phone. They must have to block my phone so nither i can not use nor they cheaters.
