Order No[protected] dated 27th Jan 2016 for Milk delivery in Mumbai.

I have registered for milk delivery on 24x7 website. Delivery was supposed to commence from 1st Feb but it could not started. Since then I am writing emails and calling on their customer care.
Getting just one response every time ... There are some operational issues and we will commence the milk delivery soon, if you want a refund we will refund in 7-9 working days.

After following up for more than a month, i have not received my money i.e. Rs. 1350/-. Pls help.
