Acte — Course not started and keep on postponed

I paid 20000 k for informatica pwx course. After paying they told that course will start next day 12th May. But they didn't start the course and keep on postponing some other reason and not ready to return the money. Now the guy Richard the one who was talking nicely up to pay the payment is not picking my calls.
