Aircel — unable to port my numbers

Whenever I am trying to send sms to 1900. SMS is not send and get a response from 1901 that "incorrect request, please send the UPC request with correct format "PORTMobile number" to 1900.
I have send it several times and got same responses. Please look into this matter seriously. Most of the aircel customer are facing same issue.
