Akbar Travels — Not ready to give full refund even airline agree to provide full refund

I have book air tickets through Akbar Travels for Emirates airline flight. Unfortunately the flight has been cancelled. When I checked with the Emirates airline they told me they are ready to give full refund. I done a communication through Emirates airline more than five time. All time they agreed me, there is no issue to give full refund.
But when I checked with Akbar Travels they told me Emirates airline is charging 3500 rupees per e-tickets. Even I told them Emirates airline is ready to give full refund, Akbar Travels is not accepting.
I have a proof from Emirates Airlines (call record) mentioning that what they agreed to me.
