All India Council For Technical Education [Aicte] — my college is not giving my caution money return.

I am the student of vindhya institute of technology and science, neemkheda mandla road, jabalpur, madhya pradesh. I have completed my diploma in engineering from this college in 2018. When i ask to college management to return my caution money they got angry on me and says that they don't return that amount. I am from middle class family and that amount was very useful for me.
