Allahabad Bank — amount (2060/) debited from my account for electric bill payment through amazon upi but it was cancelled and failed but debited.

Cesc electric bill amount rs 2060/was paid by me on 02/08/2020 through amazon upi but it was cancelled and failed. But bank debited from my account. Still now 10.15pm 03/08/20 is not refund and credit in my account.in this situation i can't pay the electric bill which due date is last day today.
