Allahabad Bank — delay in loan disbursement after getting sanction

Hello Sir/ Madam

I applied for a loan online and got in-principle approval from PSBloansin59minutes.com. And after a long harassing journey, I finally got a sanction letter from the proposed branch, but now the branch manager is delaying with unwanted issues after all the necessary documentation has been completed. he said he will wait until my cibil score crosses 625 when in fact at present my cibil score is already 648 as per the government authorized website cibil.com.
I applied my loan through PSB on 13 mar 2019 and got an instant approval but the real scenario is after getting a sanction letter from bank I have not been disbursed the said amount of Rs 755000 yet and its 7th of June 2019, the question is how a youth of India could grow any business with an attitude like this. The branch manager told that for a business loan one must have at least score of 625 and for his satisfaction, I downloaded my cibil score which clearly shows that my score on 15 may was 643 and currently on 7th June it is 648 so there is no any question to wait anymore for getting it updated.
I don't know whether I should say it or not but I could smell it very clear that the branch manager is unwantedly searching the reasons to delay this disbursal. I really don't know the actual reason behind it, also
I am not getting that why after getting the sanction letter I still have to wait for disbursal.

I have a sanction letter copy with me and also I am having the latest credit score
