Dear Hon’ble Mam / Sir,

With an ambition to go for higher education, I, Shaili Priya, daughter of Shri Mukesh Kumar, had taken admission to Amity University, Uttar Pradesh, Noida, with following details;

Upon admission, I had paid the following amounts to the Amity University, Noida;

1. Hostel Fee of Rs.1, 75, 000/= (Rupees One Lakh Seventy Five Thousand only) which included Rs.1, 60, 000/= as Hostel Fee and Rs.15, 000/= as Hostel Security Deposit
2. Academic Fee of Rs.85, 000/= (Rupees Eighty Five Thousand Only) which included Rs.65, 000/= as Academic Fee of 1st Term and Rs.20, 000/= as Academic Security Deposit.

Thereafter, I got a better opportunity and got admitted to Christ University, Bangalore (Main Campus), in the same course. Therefore, I withdrew my admission from Academic and Hostel of Amity University, Uttar Pradesh, Noida, which refunded the following amount to me.

1. Hostel Fee Refund of Rs.15, 000/= as Hostel Security Deposit (Entire Hostel Fee of Rs.1, 60, 000/= forfeited)
2. Academic Fee Refund of Rs.72, 000/= as Academic Security Deposit and 20% of Academic Fee

The unfortunate part of the above is that I have been in continuous communication with the University and they have categorically written that the amounts already refunded to me are as per Amity University, UP (AUUP) Withdrawal Guidelines and hence and no any further refund amount is admissible in my case. This is clearly in contradiction with the Laws of Land and UGC Guidelines of July 2021 on “Examinations and Academic Calendar in view of the COVID-19 Pandemic” for Under-Graduate and Post-Graduate students in respect of refund policy applicable to the fresh admissions for the Academic Session 2021-22.

It may kindly be noted that I have withdrawn my admissions from hostel and academic of Amity University, UP, Noida on 15.09.2021 that is well before the last date 31.10.2021 and even before commencement of classes and hostel registration. I have followed all the norms/guidelines/instructions of the Amity University while withdrawing my admission. I neither have attended any class nor have occupied any hostel. The attitude of the University is quite unlawful, illegal and physically/mentally humiliating and harassing towards me specially in this Era of Pandemic (COVID19) even after I withdrew my admission timely and hence did not turn up for registration of the hostels and classes.

Sir, I have been in pain and in financial crisis as I observe that the entire Hostel Fee i.e. 100% of 1, 60, 000/= and 20% of the Academic Fee i.e. Rs.13, 000/=, both totalling as Rs.1, 73, 000/= (Rupees One lakh Seventy Three Thousand Only), has been forfeited by the university. The amount is substantial for a student and, in this era of COVID19, it will help me in my future endeavours in my specialized area of higher education.

I must be grateful if you look into the injustice committed to me by the University and issue necessary instructions to them to refund my Hostel and Academic Fee as admissible as per Government Norms & Guidelines.

The list of my communications with Amity University, UP, Noida and excerpts from UGC Guidelines are enclosed herewith in Annexure-I and Annexure-II respectively.

All associated documents (11 Nos.) as referred in Annexure-I are attached herewith in compressed form.

Relevant excerpt from UGC Guidelines on withdrawal

“In view of the financial hardships being faced by parents due to lockdowns and related factors, a full refund of fees should be made on account of all cancellations of admissions/ migrations of students up to October 31, 2021 for the academic session[protected] as a special case. It is made clear that the entire fee, including all charges, should be refunded (i.e. there should be zero cancellation charges) on account of cancellations/ migrations up to October 31, 2021. Thereafter, on cancellation/ withdrawal of admissions up to December 31, 2021, the entire fee collected from a student should be refunded in full after deducting not more than Rs.1000/- as processing fee.”
