Ap Transport — DL Smart card is not yet received

Hi,
I applied for duplicate DL On 2nd sept 2021 and till now the status in website is shown as card not yet printed.

Application no AP[protected]DL
If there is scarcity of smart cards then you should update in website.why we are being charged if you cannot serve people.
