Ap Transport — vehicle registration card not received through post

Vehicle registration number ap07dd7247 dispatched bt ems (En[protected]in) on 4-5-2017 but not received as of now..
According to ems services not delivered post has been redirected to rta office guntur..
As of today several times to reach rta office but there is no proper reply from their side.
Ems nd rta services very poor,, how many days to be wait to get,, plz do needful
