Apartments — illegal construction and extension of property

The man who stays in the penthouse of my apartment has illegally covered two balconies and made his house two houses and given it on rent and then last year again demolished all of that and covered the other balcony too and made it a single apartment. Both extensions are illegal. I have complained to CMDA and I am still waiting for action. As a resulr of this there have been serious cracks in all the floors and houses under his. We are in utter distress.
