Appco Group India — about tata sky connection delay

Address:15/10,450SFT AND POLICE STATION ROAD, 520012

I've paid amount through paytm to the dealer named as manjunath with mobile number [protected] for tatasky new hd connection. He said that new connection will be given within 7 days, but 15 days gone till no one came and gave connection. This all seems to be fraud because he's saying that registration is under process, but i didn't got confirmation message yet from them. I asked to return my money, but he's refusing. Please help me out in this issue.
