Applypanonline.com — withheld application for pan card with correction

There is no way to connect to www.applypanonline.com and once you apply for any change in PAN card, even if you have provided all the legitimate documents, they will find "some reason for withheld of the application process" and we can not ask why? and whats the reason for withheld ! As, there is no way to ask them. Then should I think that my application fees are lost and my important documents which I had sent, have been recieved by some fradulent people whos only business is to cheat.

Please help me
