Bank Of Baroda — BUPI transaction

I hv clled the bank`s customer care division and the executive told me that it is the charge for using other bank`s ATM. he told me that it is shown on my bank statement. However, the executive was very rude, he even dare to cut the phone line off without saying me anything while I was talking to him. In this month I have used the card twice only and both of them are with Bank of Baroda ATM itself. Then how do they charge me 4000Rs for the same? This bank is a cheat and they are just here to steal our money.
