Bank Of Baroda — Cash withdraw failed and still cash debited from account

I have registered the complaints many times on website (http://14.140.233.81/onlinecomplaints/Default.aspx) and ringed to customer care[protected].
Transaction of 10K was done on 1st of July 2015 and cash is not dispensed but the account is debited for the same! We had talked to branch manager and they said, we will get the money in account.
Also the customer care said we will get the money from debit card department as they already have transferred the money to our account!
Branch employees blame on customer care and vice versa.
Where the hell we should complaint to get our money back??? its been 3 months now and we just ended up with so many complaints all the times and hell responses from those all!!!

Updated by archipeach There was no response at all from BOB! Anyway we just lost our 10k!!
