Bank Of Baroda — debited amount not refund

I fill my form and allows to pay payment but ned pay payment and debited from accout 1300 rs
I am trying to get refund is amount.
My form was not submitted nd amout also debuted from account.
Its give otp and give to permission to proceed. Im allowed to server to give payment to university to conplet the process. Its take time for processing and after its give result opps that note payment done by bank
But msg recived that 1300 rs debited from your account
