Bank Of Baroda — unacceptable service and rude behaviour

I am an overseas citizen of india who has been trying to open a nro bank account with the bank of baroda, santoshpur branch in kolkata. I visited this branch on the 01st of june 2019 to open a nro account. I completed all the requested paperwork and provided all the requested documents required to open this account. I even deposited rs 5000 as an opening amount.

I was told that it normally takes 5 - 7 days to open such an account. My father who has been a heart patient and been advised by the doctor to limit his travel visited the santoshpur branch on the 12th june 2019 only to be told that the paperwork has been sent to mumbai for processing. Upon enquiring why it is taking so long he was informed that they there is some link or software issues due to which the account was still not open. He again visited the branch on the 19th june 2019 to be told the same thing as the account was still not open. As this has been overdue he has unhappy and requested that the account be opened immediately or provide him with an explanation as to what the issue is. He spoke to the branch manager (Mr k sardar) who promised him that the account will be opened by the 22nd june, unfortunately this was not to be. He again went on the 22nd and spoke to mr sardar who promised to open the account in 30 mins, he even promised my father that upon opening the account he will call and confirm. My father received no call that day and went again the following day and told mr sardar that this is not acceptable on his part or on part of the bank. My father was not happy and wanted to complain to which mr sardar smiled and said "go ahead". Is this how a branch manager meant to treat his customers? If an account can be opened in 30 minutes why was this 30 mins not taken on the 01st of june to open the account, we feel harassed and get a negative impression of such a manager and the bank as a whole.

How can a nro account take so long to be opened for such a major indian bank, noting we were advised 5 - 7 days initially. I have visited other banks to find out the procedure to open such accounts and each of the banks mentioned it takes 2 - 3 days. There are multiple banks in india and the only reason for opening an account with bank of baroda is due to the fact that my father is an ex employee. He spent 30 + years working for this financial institution only to receive such pathetic service. I dont think i would ever recommend bank of baroda to anyone.

I would like to make an official complaint against mr sardar, branch manager, santoshpur branch and would like to know what steps will be taken so that no other client receives such appalling service
