Bank Of India — Card expire but still not recieved new card

Dear sir
My atm/debit card expired on jul 2016, as per costomer care bank will send you on your mailing adress but still i not received. I call lot of time in h. O. But no body pick the phone. And customer care line always busy. I send 10 mail but not received any reply

Please confiram when i will receive the same

1028.09 Rs has been deduct from my account as on 05-December ...But i don;t know which regarding ????? i tried to call care center of bank of India but i can't reached there...pls sloe it.
Please rcheck and remove my number
