Bank Of India — DEMat Account activation

I am Venkat Narayan Reddy Mallepalli a USA citizen /OCI now . I have a suspended Dmat Ac Client ID 101 63542 at Bank Of India DP ID 300749 which I am not able to activate for 2-3 years. I can not do business or close the Ac in frustration. They need a KYC which require a BOI brach official or Indian Embassy attestion which I can not get from where I live.I can get Notary signature or Reputed Bank attestion.
I tried to do 2 yrs back when i came to Hyderabad in one of the BOI branch. I could not do for one or other reason for silly reasons.
Is there a way out for me either to close Dmat Ac or activate to do businness.
