Bank Of India — I have two transaction both transaction are not success but amount deducted

I have made two payment of rs. 372 to parivahan.gov.in (Road tax). The amount got deducted from my bank accountand the receipt didn't got generated. I contacted parivahan.gov.in also they haven't received the amount.
So plese solved the problem and refund my balance.

Dear sir,

i was swipe my debit card in 4th feb 2017. but in 1st time transaction got failed but balance is deduct from my account.
i did not receive my amount till the date, so pls help me.
what should i do.
