Bank Of India — Money deducted neither credited in merchant account (rgpv) nor refunded

My name is sakina rampura wala have an account in bank of india with account number [protected] i had pay 1850 with my debit card for exam form money deducted but neither credited to rgpv account nor refunded in my account.
Kindly refund my rupees as soon as possible and solve this issue
