Bank Of Maharashtra — transaction failed but bank charged me. application for refund

Myself yash salave and i have visa debit card and i was booking the flight from it then during payment my transaction went failed but my bank charged me with 23000 rs then 8 asked airline but they told e that they didn't received any payment now i want my refund money as soon as possible.
