It is stinking all over rats movement and mosquitoes are increasing,

We would like to inform that a vacant land next to our appartment is filled with garbage waste. Even after several request to land owners this is not stopping. It is stinking and mosquitoes are increasing.
Please help us so the land owner cleans up and maintains the site clean.
