Bharat Petroleum — COMPLAINT AGAINST VIOLATIONS OF RULES

With referred to the subject as stated above I Mr. Jiten Borah, would like to inform you that being a localite of Rangpuria, Tingrai Hoorijan Road, P.O. & Dist. Tinsukia: 786125, Assam, as per my knowledge and information according to the rules and regulations of Ministry of Transport & Highways, Transport Bhavan, New-Delhi, Dated 25/09/2003, for the subject of ‘NORMS FOR THE ACCESS FOR FUEL STATIONS, SERVICE STATIONS & REST AREAS ALONG NATIONAL & STATE HIGHWAYS’ (Attachment Enclosed) that if a new PETROL PUMP is installed near by to the existing Petrol Pump the minimum distance between both Petrol Pump should be atleast 1000mts. But I was deeply shocked and surprised by the company Bharat Petroleum Corporation Limited, as the company has unseen, avoided and also violated all the rules and guidelines of Ministry of Transport & Highways. The DISTANCE between the EXISTING P.Pump i.e.M/s. ARUNA FILLING STATION of Bharat Petroleum Corporation Limited & NEW P.Pump i.e. M/s. GOLDEN FILLING STATION also of Bharat Petroleum Corporation Limited which is going to open shortly has the distance less than even 100mts (BOTH P.PUMPS STANDS IN JUST OPPOSITE) which is only just the 10% of 1000mts actual meters given by Ministry of Transport & Highways. Infact also one more Existing P.Pump is standing in the same location i.e. M/s. LEXMI SAGAR AUTO AGENCY, of Indian Oil Corporation Limited, having the distance between both P.Pump of 800mtrs which is also not ok as per Ministry of Transport & Highways (Location Map Attached). And in the case of both BPCL Petrol Pump all the rules and guidelines have been totally unseen and kicked by the company officers. I have also come to know that earlier that after the issue of Letter of Indent to Mr. Lila Ram Borah (Proprietor of M/s. Golden Filling Station) the company had canceled the plan to open to Petrol Pump due to the distance problem of existing Petrol Pumps but later on all the guidelines where unseen by the company officers of BPCL. That sir, the total sale of MS & HSD of M/s. Aruna Filling Station is approx 96KL monthly & of M/s. Lexmi Auto Agency is approx. 60 KL monthly and after opening 3rd Petrol Pump the sale of existing two nos. Petrol Pump shall decrease more lower, which shall run in TOTAL LOSS of Existing 2nos. The new Petrol Pump which is going to open shortly is an ‘A’ side Petrol Pump in which the BPCL has invested for the infrastructure and also for the upliftment of the Products, so no investment was done from M/s. Golden Filling Station. So, in this either the Pump run in profit or loss there shall be no problem for him. That sir, as per my knowledge I have come to know that being a Localite of the Rangpuria, Tinsukia, there shall be not a challenge for all the Petrol Pump to run the business but shall fight with each other like wild animals. So, I request you to kindly take an immediate action so that not criminal problems or an unexpected situation arises in upcoming days for at any of the Petrol Pump and also for the Company reputation to.
