Bharat Sanchar Nigam [BSNL] — unsuccessful recharge but amount debited from my account

I have recharge with the amount of rs.290 on 21-oct-2017 by diwali special offer of bsnl’s diwali laxmi extra talk time offers via online payment but till now i didn’t get recharged and didn’t refunded. Last 10 days i have continuously contact and complaint to your local customer care services but they are not providing proper response to us till now. So you could take action about our recharge or kindly refund our money as soon as possible.

I am paid telphon bill as on 29.10.2017 at time 19.57 pm my a/c last no x9991 on line net banking but not received till to day Rs 650/- debited my a/c same day but not received my a/c on telphon

I applied for a land line connection, on 1st October. but till now not responded from the side of BSNL department . so here i request to the department to consider my complaint and take necessary action
