Birla Group Finance — Not refund the amount which I paid

I have applied a loan of Rs.2 lakhs in this company. I have paid a total amt of Rs.32000/- for getting loan. But they did not give me any loan or refund the amt which I paid. I called them many times, but they did not attend my calls. Please help me to get back Rs.32000/- which I paid.
