Blk Hospital Delhi — icu expenses wrongly classified into non payable items in billing

My wife was admitted to this hospital on 25/01/2019 (Mrd no.[protected]Ip no.- 19/251218) and was treated in icu for 10 days under dr. R. K. Singhal and was discharged from the hospital on 06/02/2019. My final bill raised by the hospital was for rs. 4, 84, 653.00 which was fully approved by the "health insurance tpa pvt. Ltd." but the hospital has deducted a sum of rs. 47, 518.00 from the same and charged this amount from me on account of non-payable items.
My grievance in this matter is as under :
1- why and on what basis the medical expenses incurred for/ during treatment of a patient in icu can be put into non payable category, e. G. How x-ray portable machine expenses, alpha bed charges, blood glucose etc. Can be a non-medical item for a patient who is critically ill in icu.
How gloves and masks used in icu can be a non-payable/non-medical item.
2-when the full amount was approved by the tpa, why a sum of rs. 47, 518.00 was charged from us.
3-to my mind, what i felt that in order to avoid the hastle of refunding the initial deposit of rs. 50, 000.00, the hospital preferred to put that much amount in non-payable/non-medical category, so as the money already received from the patient is needed not to be refunded back as receipt of amount from the tpa will take time.
You are therefore requested to kindly advise the concerned hospital to amend their billing and to refund us back the amount wrongly classified as non medical items.
