Brothers Footprint — my product not received

I have place an order for two shoes. They tried the shipping thru express cargo, with a shipping number. The fund transfer done thru the bank at Surat. Seems to be foul play. Cyber complaint to be registered.
Or consumer protection site get involved very fast.
