BSNL — Deactivate hungama service immediately

I have never asked bsnl authorities for hungama services because the even the net service that they provide is very low standard and no one is attending the complaints properly. Yet they demanded hungama service charges in the previous bill and i remitted the same. Now in this bill demanding Rs.410/- What a justice is this? You have not provided me the hungama services. It is nothing but I am asking the excess amount to be refunded and deactivate your nasty hungama and issue me a fresh bill after deducting hungama charges before the due date of the bill. otherwise I will be compelled to raise the matter before the consumer protection council.
