BSNL — Rs.49/= was deducted without my permission

bsnl deducted 49 rs yesterday on my number [protected] in kerala, calicut and i called customer care and asked to refund but they said they dont have any policy to refund and stopped the unknown service within minitues my 49 rs gone this is the third time i am losing the money, if i stealed some ones money and when police asks about to return money then i say i dont have such policy then they approve or not, bsnl is doing the same cheating being the government company and not taking any responsiblity does bsnl thinks we getting money for free and they can loot as much they want, this is very bad if nobody taking actions then we also have to steal someones money
