BSNL up west — Failed transaction refund

During payment of my first wifi bill my first transaction failed and money was debited from my account.My BSNL phone number is [protected]. After enquiry from bank the bank confirmed that the payment has been received by BSNL twice. BSNL after several complaints also is not willing to return that money. Transaction Id TX[protected] TX[protected] TX[protected] The amount is Rs.3212 which should be returned by BSNL. The transaction was done by Indian Bank-696 Nehru Place Branch Delhi account number[protected]. I have enclosed the bank passbook copy for reference.
