Buyatbrands — No refund for the cancelled order

I ordered a watch order number IKGLDQCWL from Buy at brands and had to cancel the order next day, I canceled the order by calling to the customer service number and made sure the money will be credited within 7 days, Now its been 18 days and still they say they have a bank problem . Now When I call the agent Swati told me to do whatever I can and they cannot refund now as bank has problem. I need to know how to register a fraud complaint against the site .
