I have been billed Rs.1160 for month of September which seems absolutely wrong since no one was staying in the apartment and this flat was lying vacant.

I do not think this billing was done based on actual meter reading taken from your end.

I request a refund of this amount and minimum charges to be levied for this month of Sept 2020.
