Calcutta Electric Supply Corporation [CESC] — Meter not working and absurd bill

My name is Jharna Biswas on the month of May I received a bill of 11110 which was very absurd because we don't get such high bill. I went to check the meter box and found that the meter display was not working. I complained to Cesc and they said the meter reading person was not able to see the reading so he has noted an approx. reading.
which is very un ethical, then I docket a complaint for meter not working and excessive bill was coming.
Till date I haven't found a resolution to this, no one from CESC side has connected with me for this and my meter is still not working and their tradition of sending absurd bill is going on.
I am helpless now I cant pay such a huge amount and the meter needs to be replaced.
