Calcutta Electric Supply Corporation [CESC] — Security deposit not being returned by the company

I had owned a flat in Kolkata and had CESC electricity connection in the said flat. I sold the flat to someone in due course and requested CESC to transfer the connection in the name of the new buyer. CESC transferred the connection in the name of the new owner and claimed that they had sent the refund to the address which I had provided them for future correspondence. It's more than 2 months but neither I have received the cheque/draft nor received any further communication from the company. Inspite of many reminders to the company, nobody is responding from the other end and I am not sure where is my draft and how to get it back. Please help. My consurmer number with CESC is [protected].
